The CAADP Technical Networks (TNs) are, networks of communities of practices, established to pool together and use the technical knowledge currently exiting in Africa to address capacity gaps to enable technical agencies to provide the capacity enhancement, on their area of expertise, for implementers of CAADP. They are coordinated by the African Union to accelerate CAADP implementation through collaborative platforms by harnessing and providing technical support. This review is, therefore, to take stock and analyse the process of developing Technical Networks including pre-existing networks; to critically analyse the issues and challenges that have prevented Technical Networks from developing into vibrant institutions; to examine the different models and options for developing technical networks; and to explore the possible partnerships and resources available to support technical networks.
The review is based on qualitative data to be gathered mainly through desk review, key informant interview, and online survey of key stakeholders mainly members of selected Technical Network. The desk review includes in-depth comprehensive review of prior AUDA, countries, RECs, and other CAADP implementing agencies written work. The key informant interviews were conducted virtually using zoom while the online survey was be administered using Kobo Toolbox.
