General Procurement Notice -  Name Of Project: PIDA Implementation Support Project (PISP)

NEPAD) has received financing from the African Development Fund to finance the PIDA Implementation Support Project (PISP).

2. The principal objective of this project is to support the advancement to implementation of PIDA PAP 2 projects in all the 5 geographic regions of the continent, in all the four PIDA sectors (Energy, ICT, Transport, Trans-boundary Water) by 2025, by strengthening the capacity of key institutions leading and enabling implementation of the program. Consulting services are to be acquired through open international competitive procurement.

3. The project includes the following components:

Component 1 – Technical Assistance for Implementation of PIDA PAP 2 – Provision of Technical Assistance to AUDA-NEPAD, RECs, Infrastructure Specialized Institutions, and Regional Member Countries for advancement of PIDA PAP 2 projects through implementation of priority activities necessary to move them through the PIDA project development cycle towards implementation. This shall entail engaging output focussed technical specialists and tailored expertise, provision of financial resources to undertake required regional PIDA PAP 2 work plan activities and coordinating resource mobilization activities for project preparation and financing for PIDA PAP 2 projects in each region.

Component 2 - Support to Continental PIDA Policy and Strategic Advocacy – Provision of assistance to AUC to support PIDA high level ministerial dialogues with Member Countries to domesticate and prioritize PIDA projects and to undertake evidence-based legal and regulatory reforms and actions to facilitate implementation of PIDA projects within Member Countries, and to sustain political support for the PIDA Programme.

Component 3 – -Program Monitoring & Evaluation - to provide the AUDA NEPAD with resources (human and financial), including required tools to manage the implementation of the PIDA Implementation Support Project (PISP), tracking progress, reporting, financial management, monitoring and ensure timely and efficient achievement of its key outputs and outcomes.

4. Procurement of goods, consulting services and non-consulting services  will be in accordance with the African Development Bank’s Procurement Framework for  Bank Group-funded Operations, dated October 2015. , which can be found at the following website: www.afdb.org.

Procurement for operational expenses shall be undertaken using the African Union’s (AUs) Procurement Manual. Bidding documents are expected to be available in July 2022.
