INTRODUCTION
The Grow Africa Partnership was founded jointly by the African Union (AU), The New Partnership for Africa's Development (NEPAD) and the World Economic Forum in 2011. Grow Africa works to increase private sector investment in agriculture, and accelerate the execution and impact of investment commitments. The aim is to enable countries to realise the potential of the agriculture sector for economic growth and job creation, particularly among farmers, women and youth. Grow Africa brokers collaboration between governments, international and domestic agriculture companies, and smallholder farmers in order to lower the risk and cost of investing in agriculture, and improve the speed of return to all stakeholders. NEPAD Planning and Coordinating Agency (NPCA) therefore intends to engage a Consulting firm to develop and maintain Grow Africa website.
The consulting services (“the Services”) includes the following:
- Design and Develop main website pages;
- Provide maintenance, upgrades and aftercare for a period of 12 months;
- SEO Maintenance, upgrades and aftercare;
- Create a user manual and train Grow Africa designated staff to complete regular content updating on the website.
The NEPAD Planning and Coordinating Agency (NPCA) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
- The firm should have at least 5 years experience in using Open Source Solutions, Drupal, PHP, Javascript, HTML5, CSS3 and Jquery;
- Experience working with and addressing the needs of non-profit organizations;
- Fluency in current trends in web design, functionality, interactivity; knowledge management and Information Technology and their relevance to development issues;
- Proven track record in successful web design and development for programmes of a similar nature.
- The team must comprise of Experts with qualifications in all sectors of Information Communication Technology (ICT), Web Development and other related Social Sciences. The key staff must comprise of:
- Developer: shall be responsible for all development work, its modules to be used in this project and any necessary programming task to be developed. He/she must have minimum qualifications B.Sc. in Computer Science or related field and 5 years demonstrated professional experience in developing web-based applications and advanced proficiency in programming in Drupal, PHP, JavaScript, databases (MySQL/PostgreSQL/MSSQL), CSS and HTML5 as well as experience in handling geo-spatial data.
- Web Designer: shall be responsible for designing the user interface (UI) of the system according to the user requirement specifications, best practice UI-design and international standards. A minimum qualifications of certificate in graphic design or related field and 3 years demonstrated professional experience in user interface design for websites.
Reporting and Time Schedules: The duration of assignment is expected to last 12 months and the Consultant will report directly to Grow Africa Head of Communications
Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.
A Consultant will be selected in accordance with the Consultants Qualification Selection (CQS) method set out in the AU Procurement Manual.
