Objectives
The corporate-level knowledge management portal provides the architecture for a functional mechanism that will ensure the generation, sharing and storage of Africa-owned information and knowledge. As a prerequisite for optimal functionality, there is need for project-specific content and data that is generated and continuously accessed and used. It is for this reason that the development of project-specific web-portals within the corporate-level platform is pursued.
The assignment, focusing on eight (8) projects of the Agency, will aim to provide online space for thematic knowledge exchange, dialogue and information access. These projects are:
1. Virtual PIDA Information Centre (VPic) and African Infrastructure Database (AID) – web platform
2. Comprehensive Africa Agriculture Development Programme/Malabo – web platform
3. Comprehensive Africa Agriculture Development Programme/Food and Nutrition Security – web platform
4. Comprehensive Africa Agriculture Development Programme/Fisheries – web platform
5. Climate Change – web platform
6. African Medicines Regulatory Harmonisation – web platform
7. SANBio – web platform
8. 4th Global Science Conference on Climate Smart Agriculture - web platform
The integration of the eight projects within the corporate NEPAD Agency website will require re-design and revamping of the current web portal.
Responsibilities
- Re-design, revamping and functional updating of corporate NEPAD Agency web-platform to support integration of project web portals;
- Web design and development of NEPAD programme and project portals;
- Full operationalization of technical functionalities and requirements as listed above;
- Maintenance and improvement of the 8 sub-webportals during the period of the consultancy;
- Installing a tracking mechanism of project web-portal visits and the subsequent generation of reports;
- Developing Communities of Practice (COPs) where groups of people will be able to upload documents, data, reports, progress updates, events. The COPs should have the ability to analyze and present categorized data.
- Creating a webpage from which a pool of sectoral experts database that can be easily accessed by site visitors. Each specific project webpage should have the following features
- Elimination of repetitions i.e. system should detect double entries and reduce inaccuracies.
Deliverables
a) Development
- Corporate web-platform re-designed, revamped and functionalities enhanced, to support effective integration of programme/project sub-portals
- Eight (8) Project Web-portals developed and integrated into the NEPAD Agency Knowledge Management portal, reflecting current global standards with updated functionalities and consistent with NEPAD Agency requirements stipulated in this document;
- At least four (4) project web portals including VPIC and CAADP sub-portals developed by 25 September 2016
b) Documentation
- Staff training on system delivered
c) Maintenance
- Website maintenance with a 24 hour turnaround time, this includes: fixing errors, creating new pages, do Cross-platform/browser compatibility test to make sure the sites appear well on all different screen resolutions and browsers;
- Technical maintenance – monitoring of link ‘liveliness’ and site statistics to tell how much traffic the website receives on a monthly basis;
- Technical review and update of the website based on the monthly report showing statistics of website usage and any other difficulties encountered by users;
- Perform monthly back-ups of the website content
- Updating the websites: on an ongoing basis as and when required
d) Hosting
- Ensure availability at least 99% of the time (guaranteed 99% uptime)
- Amenable to content updating by individuals with no knowledge of web development
