Second Pan-African Stakeholder Consultation on the Development of the AIP Water Investment Scorecard

The Continental Africa Water Investment Programme (AIP) was approved by African Union Heads of States as an African Union Development Agency’s PIDA-PAP 2 project aimed at accelerating water investments in Africa.

The AIP Water Investment Scorecard, currently under development, supports the implementation of the AIP through raising awareness among African Heads of State and government decision makers on the need to address the water investment gap in Africa by tracking progress and identifying bottlenecks. The AIP Water Investment Scorecard is aligned to the Water Supply and Sanitation Sector Monitoring Reporting System (WASSMO), supporting the financing theme.

The Second Pan-African Stakeholder Consultation will take place under the leadership of the AUDA-NEPAD and the African Ministers Council on Water (AMCOW); and will update stakeholders on the objectives and rationale of the AIP Water Investment Scorecard, present the overall framework and seek stakeholder input on the potential thematic areas, indicators, and data sources.

Development of the AIP Water Investment Scorecard was initiated in April 2021, at a High-Level event hosted by H.E. Dr. Ibrahim Mayaki, CEO: AUDA-NEPAD, and H.E. President Jakaya Kikwete, 4th President of the United Republic of Tanzania and current Chair: GWPSA-ACU. Since the formal kick-off, guiding principles for the Scorecard have been adopted and a draft framework for the Scorecard based on a theory of change has been developed.

According to the AIP Scorecard’s framework, three key elements are necessary to accelerate investments in Africa’s water sector:

  1. An enabling environment with strong, forward looking, and inclusive governance systems;
  2. Water investments and financing structures, incentives, and cost recovery mechanisms.  and sustainability; and
  3. Mechanisms to track, monitor and evaluate the performance and sustainability of investments.

The potential indicators and information sources being proposed to track and measure performance under each of the three key elements will be discussed during the Consultation.

The coordination structure for the development of the AIP Water Investment Scorecard consists of the three main groups:

President Jakaya Kikwete, Global Water Partnership Southern Africa – Africa Coordination Chair; Thomas Banda, Acting Executive Secretary, African Ministers Council on Water; Oscar Chanda, Acting Director: Water; Development Bank of Southern Africa, H.E. Chileshe Kapwepwe, Common Market for Eastern and Southern Africa Secretary-General.

Operational leadership is provided by the Core Group – African Union Development Agency - NEPAD, African Ministers' Council on Water, Development Bank of Southern Africa, African Development Bank, Organisation for Economic Co-operation and Development, United Nations International Children's Emergency Fund, World Bank, Global Water Partnership Southern Africa - Africa Coordination Unit
