Promoting Africa’s Industrialisation: A Conversation With Think Tanks And Research Institutions
Building an inclusive and knowledge-driven industrialization for Africa

This consultative meeting is intended to address the following issues:

Provide a platform for alignment and harmonization of capacity, approaches, and policies to design and implement effective industrialization actions within the context of Agenda 2063;

Help to translate continental and regional Industrialisation objectives into measurable targets through the establishment of a community of practice;
-
Jointly explore ‘new’ thinking on the necessary Africa industrialization pathways, considering the diversity across Africa’s 55 member states), as well as implications of the ongoing COVID19 pandemic for Africa’s Industrialisation;
-
Bridge existing gaps of knowledge and science, including information and communications technology (ICT) necessary for the industrialization development process; and identify opportunities for member states to leapfrog participation into the 4th industrial revolution;
-
Contribute to AU momentum to champion renewed focus on Africa-Industrialisation among key stakeholders in the political, technical, private and research sectors to ensure complementary with the AfCFTA momentum.
This meeting is intended to result in the following outcomes:

Identification of existing issues and opportunities for Africa’s Industrialisation to help to frame research priorities for evidence-based guidance and support;

Identification of opportunities for partnership to implement the AUDA-NEPAD programme on Industrialisation;
-
Agreement on options for input into the discussions on the African Union Summit on Industrialisation in 2021; and
-
Agreement on innovative mechanisms to reinforce collaboration and enhance integration and alignment in programming and implementation support among diverse players in Africa’s Industrialisation ecosystem.

Dr.Cilliers is the founder and former Executive Director of the Institute for Security Studies (ISS). He currently serves as chair of the ISS Board of Trustees and head of the African Futures and Innovation Programme at the ISS. His recent book “The future of Africa: Challenges and Opportunities”(April 2021) takes a rigorous look at continent as a whole and is available as open access on Springer.

Dr. Edward K. Brown
Dr. Edward K. Brown is a Senior Director, Research & Policy Engagements at ACET. He has more than 35 years’ experience in international development and public policy, half of which were spent at the World Bank. He has worked extensively in Africa, Eastern Europe and Central Asia. Currently, Ed manages a team of ACET in-house senior policy advisors, researchers and economists, drawing on a worldwide pool of expertise to assist African policymakers respond to specific challenges and opportunities—with the explicit goals of transferring knowledge, building local capabilities and spurring economic growth and transformation.
His main interests are in public policy, economic management (public resources mobilization and expenditure management), natural resource management, including institutional and organizational reforms and development strategies. Ed holds a PhD and MA in Development Economics and Demography from the University of Pennsylvania.

Dr. Chukwuka Onyekwena
Dr. Onyekwena is the Executive Director of CSEA. He holds a Ph.D in Economics from University of Portsmouth, UK, a Master of Science degree in Economics from University of Kent, UK, and a Bachelor of Science in Economics from University of Nigeria, Nsukka. He also holds a certificate in Executive Education, Financial Inclusion from John F. Kennedy School of Government, Harvard University. His research interests include Foreign Direct Investment (FDI), Trade, Global Economic Governance, Climate Change, and Financial Inclusion. Within these areas, he has authored various peer-reviewed publications and led several research projects. Dr. Onyekwena is a member of the steering committee of the West African Think Tank Network (WATTNet), a member of the African Policy Circle (APC), Global Economic Governance Africa (GEGAfrica) and Governance of Africa’s Resources Programme (GARN) both in South African Institute of International Affairs (SAIIA). He had worked as a part-time lecturer at Economics Department of University of Portsmouth.

Mr. Kimiaki Jin-san
Mr. Kimiaki Jin-san is a Senior Assistant Director, Ogata Sadako Peace and Development Research Institute and Economic Development Department, Japan International Cooperation Agency (JICA), Japan. He is organizing Africa Kaizen Annual Conferences since 2018, is a creator and organizer of Africa Kaizen Award since 2019, and leader of a research project on “Japan’s development cooperation on quality and productivity improvement in Africa”. He served as Chief Representative of JICA in Ethiopia from 2013 to 2017 and in the UK from 2009 to 2013. He was a part-time lecturer from 2009 to 2015 at the Center for Sustainability Science (CENSUS), Hokkaido University. He was Director, from 2007 to 2009, of the East Africa Division in JICA’s Africa Department, seconded, from 1998 to 2000, to the Environment Agency of Japan. He served for two more periods with JICA in Ethiopia, from 1990 to 1993 and from 2003 to 2006. He is a co-editor of a book titled “Applying the Kaizen in Africa-A New Avenue for Industrial Development,” contributing author of “Workers, Managers, Productivity-Kaizen in Developing Countries”, and “Industrial Human Resources Development in Developing Countries.” He is a graduate of Department of Botany, Faculty of Science, Hokkaido University, Japan, and co-author of ‘Recovery of the contact site A glycoprotein of Dictyostelium discoideum from sodium dodecyl sulphate-polyacrylamide gel and characteristics of monoclonal antibodies against the recovered protein’, in ELECTROPHORESIS, volume 11, Issue 10, 1990.

Prof. Neissan Besharati
Prof.Neissan Besharati joined PAIRS as Director of Development Advisory. He holds a PhD (Public Policy & Development Management) from University of Witwatersrand (South Africa). He is as a senior research associate at several prominent development think-tanks and visiting professor at a number of international universities. Prof. Neissan Besharati has extensive experience as a development consultant working with multinational corporations (EY, PWC, Deloitte) and serving as a senior technical advisor to governments, philanthropies, bi-lateral and multi-lateral donors, and regional organisations. He currently sits on various UN, World Bank, AU and OECD expert groups and committees. He is a globally respected thought leader in the areas of international development cooperation, monitoring and evaluation, development finance, public-private partnerships, education policy, emerging economies, and South-South cooperation.

Mr. Victor Djemba
Mr. Victor Djemba is the United Nations Industrial Development (UNIDO) Chief, Regional Division for Africa. Prior to his current appointment, Mr. Djemba served as the UNIDO Representative in Senegal with coverage of Cabo-Verde, The Gambia, Guinea Bissau and Mauritania from 2013-2018. From 2007 to 2013, he was based in Vienna, coordinating country-level operations regarding inter alia the implementation of the United Nations Secretary-General High-Level Panel recommendations on UN System-wide Coherence and "Delivering as One" initiative as well as UNIDO’s contribution in the consultation processes for the formulation of the Post-2015 Development Agenda and Sustainable Development Goals. Mr. Djemba joined UNIDO in 1996 as an Associate Expert and worked in Madagascar and Côte d'Ivoire for seven consecutive years. Before joining UNIDO, he worked in the private sector in France.

Ms. Elisabeth Hege
Ms. Elisabeth Hege is a senior research fellow in the Governance program. Her work focuses on the implementation of the 2030 Agenda and the Sustainable Development Goals (SDGs) as a whole. She is particularly interested in the integration of SDGs in national budgets and recovery plans; in the comparison of national governance and dialogue frameworks; in the international follow-up at the High-Level Political Forum and in the Europe-Africa dialogue. She also followed the negotiations around the Global Pact for the environment. She graduated from SciencesPo Paris with a degree in international development and previously studied political and economic sciences at the University of Heidelberg in Germany. Her master thesis is on the following topic:"Scaling up Social Innovation for Sustainable Development? The allocation of roles in community-corporate partnerships for renewable energy projects in the EU ". During her studies, she did several internships abroad (India and Morocco), followed by a post-graduate internship in Paris with Tilia, a consulting firm specializing in energy, water and environment. Ms. Elisabeth Hege is a member of the board of EPE.
