- A methodology was developed to integrate agricultural public expenditure processes into the Agricultural Joint Sector Review process. Furthermore, as a complementary tool to the revised AU Guidance Note on Agricultural Public Expenditure Review, a guide was developed to promote relatively resource-light and more frequent reviews in the agricultural sector.
- A network of experts in Agricultural Public Expenditure was launched. The network will provide online and on-site support to Regional Economic Communities (RECs) and countries on undertaking public expenditure reviews in the agricultural sector.
- A continental framework for Agricultural Education Skills Improvement (2015–2025) was developed. The framework aims to enhance human capital as a key driver in agricultural transformation. As a measure to promote alignment of national and regional policies and strategies in the fisheries sub-sector, a Policy Framework and Reform Strategy (PFRS) was developed in collaboration with the AU Inter-African Bureau for Animal Resources (AU-IBAR). In addition, the indicators to monitor the progress of alignment, as well as a mechanism to support its implementation were developed.
- A continental platform, the African Platform for Regional Institutions for Fisheries, Aquaculture and Aquatic Systems (APRIFAAS) was established. The platform will co-ordinate and facilitate systematic exchange of information between regional fisheries, aquaculture and aquatic institutions; improve dialogue between the different stakeholders; and strengthen the voice of the African stakeholders on fisheries and aquaculture matters in international fora as well as in dialogue processes with partners.
- A methodology for trade corridor analysis of fish and fisheries products was developed and validated by a continental think tank. Draft guidelines were developed to guide countries in domesticating the continental-level Comprehensive Africa Agriculture Development Programme (CAADP) Results Framework. The guidelines highlight an integral component of review, learning and mutual accountability.
- The 23rd AU Summit in Malabo reaffirmed the relevance of the CAADP vision and set targets for the next decade. The NEPAD Agency and the AUC subsequently designed an implementation strategy and roadmap for the AU Malabo Declaration on Africa’s Accelerated Agricultural Growth and Transformation. The Malabo Declaration sets out agriculture transformation goals to be achieved by 2025.
- CAADP Results Framework was developed, for tracking, assessing and reporting progress made under the AU Malabo Declaration. An assessment of the status and challenges in monitoring and reporting on CAADP implementation at country level is underway. Its findings will guide support for countries to internalise the CAADP Results Framework.
- The AU-NEPAD Guidance Note on the Classifications of Functions of Government (COFOG) was revised to guide monitoring and reporting on the levels and quality of public expenditure in relation to the CAADP target; to compare country performance of countries; and inform in-country policy and programme decisions.
- The 12th Comprehensive Africa Agriculture Development Programme Partnership Platform (CAADP PP) Meeting, convened in April 2016, saw the validation of new CAADP implementation instruments. These instruments include: (i) the new CAADP Implementation Guidelines; and (ii) the strategic guidelines to establish the mechanism for the Biennial Reporting on the Malabo Declaration.
- The African Union Business Plan for Catalyzing the Implementation of the CAADP Malabo Commitments for Accelerated Agricultural Transformation in Africa was jointly developed by AUC and the NEPAD Agency.
- The Framework for Mainstreaming Land Policy and Governance into National Agriculture and other sectoral policies was developed. The framework aims to provide strategic support to Member States in addressing land governance issues including design and implementation of interventions that address land governance related challenges and opportunities in Africa’s development agenda.
- The Africa Environment Partnership Platform (AEPP) was launched to coordinate, mobilize resources, foster knowledge and align support for the implementation of the NPCA Environment Action Plan and the Regional Flagship Programmes.
