Success in deploying any technology can be measured by acceptance and adoption of the digital tool (in the field) and the incorporation of the data it generates at programme and policy levels to inform decisions. In short, success is about effective programmes and change management. This is a relatively ‘low tech’, but a high friction requirement over a minimum 2-year term (Mezzanine recommendation). Implementation requires credible, domain expert entities - in country - that can support both the field experience and the programme and policy experience.
